9th ICAAP Security & Safety Statement
The local organising committee of the 9th International Congress on AIDS in Asia and the Pacific is greatly saddened by the deaths and injuries caused by the two explosions in Jakarta on 17 July, 2009. We advise and reassure that the Congress will be held as scheduled. Every effort will be made to put in place enhanced security measures for the Congress.
Following the incidents in Jakarta, we have been advised that the Bali International Convention Centre under the Starwood Hotel Management has enhanced its security and safety arrangements. In addition to these measures, the local organising committee will apply the following policy:
Radio Frequency Identification (RFID) Card
To minimize the risk of congress badge misuse, each delegate will be provided with a unique Congress Badge with Radio Frequency Identification (RFID) technology. The use of this security technology will require all delegates to have their photographs taken during re-registration at the congress venues in Bali.
Re-registration will take place from 6-8 August at Inna Grand Bali Beach Hotel in Sanur where the pre-Congress community forum takes place and from 8 August onwards at the Bali International Convention Centre (BICC) in Nusa Dua.
Therefore, the re-registration process has to be done individually. It cannot be waived or seconded to other people. Group re-registration of ten (10) delegates or more can make an advance appointment with the group registration desk to reduce group waiting time.
No Badge, No Entry
All registered delegates will be required to wear their RFID Card at all times during the congress. RFID Card readers will be placed at all entrances to the Congress venue, attended by Congress support staff and volunteers. The RFID Card Readers will read each delegate’s card and match the ID with the delegate database. The Congress support staff and volunteers will verify the database with the ID shown and the person holding the ID. Entrance will not be granted to delegates without their RFID Card, or to delegates in possession of invalid RFID Cards, or other people’s RFID Cards.
X Ray Bag Scanners and Metal Detector Gate
Highly trained security officers, X Ray bag scanners and metal detector gates will be placed at three main entrances to the Bali International Convention Centre. All delegates are required to pass through the metal dectector gates. All bags will be required to go through the X Ray scanners. Entrance will not be granted to delegates in possession of hazardous substances as assessed by the security officers in charge. All said substances are to be kept away before entrance is granted.
In advance, we would like to apologize for any inconvenience caused by this policy. This has not been an easy decision to make but a necessary one to ensure the safety and security of the Congress and all Congress delegates.
